CSS issues in IE8 XP but not in IE8 Vista or 7

I implemented a landing page project for the campaign that we run at work, and tested on IE 7 on my XP machine at work and on IE 8 on my machine 7 at home. They both worked, and so I thought I defeated IE, but as it turned out, different IEs render HTML differently, although they claim to be the same browser.

Anyone with XP and IE8 will not see the site correctly.

I use two different CSS links. One for IE and one for IE:

I had to use IE because IE was still pulling CSS from a good stylesheet, and the IE sheet was not updating correctly (another problem).

If I create IE-specific CSS (IE7 / IE8 and only IE), can this fix the problem?

What is a good way to overcome the problem with operating systems + IE?
