Microsoft Reciprocal License (Ms-RL)

Does anyone know if I can use (open source) software components / controls that are in the Microsoft Reciprocal License (Ms-RL) in commercial projects? Can someone provide me with a good and, above all, a clear site with an overview of all open source licenses and their limitations?

FSF The list of licenses is one of the most comprehensive and legally pedantic (in this case, it’s good).

This list identifies Ms-RL as a free software license incompatible with the GPL.
