Is it possible to create a commercial application (.NET) and sell it with closed source code, and some libraries that it uses are LGPL3?

You should ask the lawyer this question, not the programmers.

Having said that, I would say "maybe." I am not very familiar with v3 LGPL, but if you provide the complete source code for the libraries that you use for your clients (including any settings that you may have made to them), I think you are probably safe.
