What is a product version? why does it change by chance?

What is a product version? why does it change by chance? For instance. New version of Firefox v.3.6.7. their previous version is v.3.6. I doubt why they are not using v.3.6.1 instead of using v.3.6.7. Is there any specific reason for this kind of version? or they give it randomly.
