Is it already an HTML 5 specification?

I searched the HTML 5 and CSS 3 framework, I found 52Framework , but I noticed that a lot of HTML 5 elements are still missing, even at the most basic level ( reset.css).

Although I am creating my own framework, but I need to know whether the HTML 5 standard is already set or is still subject to change, I searched Googled a bit, but could not find a clear answer.

Somebody knows? Thanks in advance!
