Creating \ cite behaves like \ textcite in biblatex

I use biblatex and I mostly use it \textciteall the time. It would be faster (and let me use some emacs reftex macros) if I could do a \citemapping like this \textcite. I use a parameter style=apa, so that means I want \citeto do this: "Author (1999)", while currently he does it: "Author, 1999".

How to change \citeto do what I want?

It can be as simple as simple \let\cite\textcite- which defines \citein order to have the same meaning as \textciteat the point of definition.
