Is it possible to create a jQuery event that fires when the scrollbar is released?

I would like to know how to create a jQuery event that will fire when the scroll handle is fired when scrolling with the mouse (and also when scrolling from the keyboard).

When searching the web, I found a special scrollstop event here that fires when scrolling, but this includes the case where the scroll bar is still held. Is it possible to somehow combine events, so let's say the scrollstop event is fired only when the mouse is displayed?
