You do not need to serve static content from another application, you just need to use a different host name. App Engine is pretty easy to have many different host names that point to the same application.

Section 4.4 of the Terms of Service prohibits the separation of one logical application into two parts - therefore, placing your dynamic content and static content in two separate GAE applications would violate the conditions.

However, you can host static files in another web hosting service — anything from simple shared hosting to a full CDN. This approach allows your site to serve static content from domains other than the domain of your application.
