Css file not loading

Question

For some reason, this html page does not load the css file and appears as gibberish in ff3.6.6 on mac, great in Safari. http://www.mainstayprojects.com/teardrop.html

The same code works fine on another page: www.mainstayprojects.com/

The path to the css file is correct, and all html and css are checked. I do not understand what to do next!

The HTML document is encoded as UTF-16, but the server claims to be ISO-8859-1, while CSS also looks like ISO-8859-1, but the server has nothing to say about the encoding it uses.
