Designing a complex flowchart

We have an amazingly complex workflow that needs to be controlled by quasi-technical staff using webapp. About 30 steps, some of which are manual (editing), some of them are semi-automatic stop points (for example, “received files” or certain templates approved by the client), and some are completely automated (file conversion, search indexing, etc. ) The flowchart of all these steps is large and complex, and three people can work in three completely different stages at any time.

How do you present this huge amount of information as useful as possible to your users? Just showing the whole diagram seems like a brute force solution. But he is big, and he will probably be bigger as we do more things. Not to mention the complexity required to encode the entire diagram in HTML.
