Is it possible to capture a frame from a video in android and save it or use it in any way in the application?

Android does not have official APIs for this. You can end up in the NDK using a third-party library codec to decode the frame. Keep in mind that different video formats and codecs have different licenses.

Yes, using Camera.previewCallback, you have to implement onPreviewFrame, where you get raw byte data for one frame. This method will be called on your fps.
