Web Services vs WCF

I am working on an asp.net application project (.net 4 framework) and wanted to know what are the pros and cons and best practices for using webservices against WCF technology? Ultimately, this application will be used by external clients to use data.

When will you use WebServices and when will you use WCF? Is it even more scalable than the other?
