Android: can 140 dpi get mdpi resource?

Android docs says 140 is still ldpi, but when I change dpi to 140, I find that the mdpi resource is being extracted, can anyone have an idea? Many thanks.

btw, I read the code on how to get the resource, it seems that the value of ldpi max dpi is equal to 131.25? Does Google send the wrong document?

Android docs say ldpi is for "for screens with a resolution of 100-140 dpi." and mdpi for "140-180 dpi", which means that 140 can be correctly specified as mdpi (something does not necessarily mean that it includes something).
