Like svn mkdir ../ dir if .. is not a working copy?

Most SVN commands accept a remote URL, so if your repository is in http://myserver/svn/myrepo, you can do something like:

svn mkdir http://myserver/svn/myrepo/mydir
svn checkout http://myserver/svn/myrepo/mydir
