Komodo Edit is pretty good on Windows. It is not entirely native, it works on XUL (like Firefox), but it is quite complete and easy to use for a free development environment.

I like Programmers Notepad . It is simple and has a clean interface. This is not an IDE, but you can configure it for almost anything.
