How can I change keyboard repeat delay in Linux console, with or without ncurses

Question

I am writing a small clone with ncurses and C. I need to find a way to set the keyboard repeat delay so that it is easier for the player to move the paddle, otherwise they get stuck by pressing the down key and waiting about 50 milliseconds until the key starts to repeat.

I checked the ncurses man pages and documentation, and I can not find any link to change the keyboard repeat delay, the kbdrate program is not suitable for my use, because it would be a little strange for asking to run it as root.
