Search for a job queue that can run jobs at a specified time

Question

I am looking for a job queue that has the following functions:

• May indicate a specific future task time
• Failures are recorded
• The ability to delete certain tasks from the queue (may live without it, but it will be good)
• Not based on mysql
• Works well with Rails

So far, I have looked at several such as starlings and sparrows, but could not see who can run tasks at a certain time.
