Why don't some users see my Android restricted app in Market?

Question

I published an application on the Android Market, which is limited to Norway. I can find and install it myself from the Market, as well as several other Norwegian users. On the other hand, a colleague (Android 2.1) and a friend (Android 1.6) cannot find him. Both of them have phones purchased in Norway, with SIM cards from Norwegian providers.

Why can some Norwegian users find it and others not? How does Google locate market users?

The application works on Android phones with version v1.5 +.
