If the 1553 interface has a Windows DLL, you can use the ctypes library to access it. I did this for Python products and my 1553 organization.
To get started, I would write a quick test that accesses a DLL function that does not have access to 1553 hardware, or simply accesses hardware. If this succeeds, you know that you can access the DLL. Once you know that you can access the DLL, you can work on making the rest of the DLL functions work in Python.
