Disappearing Div in Chrome and Safari

Question

I am having an unpleasant problem with a disappearing DIV element on a specific jQuery Tools scrollbar.

It is hidden only on the last panel of the slider, see http://andstones.ca/company/ to see an example, and using either chrome or safari, see the div disappear.

Code calling div:

<div style="width: 900px ! important;" class="rule_water"></div>

And it seems he appears for a second, and then hides.

It may not seem like this is a cross browser issue.
