Create a kext to replace the switch keys with the key lock caps or function keys (fn)

Question

I have a problem with the shift keys, and I would like to be able to swap the shift keys with the lock key. I did not find any utility that would allow me to do this; the only solution I have is to create kext.

Why does kext no longer exist for this?
I found DoubleCommand, but between all the possible swaps that it can do, there is not what I need. Are there any restrictions that prevent kext from being created for the described purpose?
