Which of the best LGPL libraries for numerical methods, optimization methods, DOE, sensitivity analysis?

I want to perform some mathematical operations, including Experiment Design, Optimization Methods, Sensitivity Analysis, and Six-Sigma Reliable Design for the Aerospace Design project. I develop applications for mechanical engineers.

I understand that there are several libraries, such as DAKOTA from Sandia National Laboratories, that help application developers with numerical methods. Is there any other library that you know about? It would be better if it could be used in commercial projects without any violation of the license (for example, LGPL).

I would advise you to forget this project until you have checked MATLAB and other commercial tools to see if they can solve the problem for you. They have a wider code base than ever; the product has been in the field for a long time; he is already in place. Spending money on licenses would be much preferable to a lengthy build process.
