I am curious. Listing of assemblies in the Add Link dialog box depends on the version of the .Net structure used for the selected project. If they are different, I would like to know where the differences lie. Thank!

The assembly list is directly tied to the .net version used in the current project. Cannot use assemblies that cannot be used. See the section “References Depends on the Purpose of the .NET Framework” here:
