I see a vertical scroll bar without scrolling when I open IE 7. I am not so strange to see, but not obeying the rules of my web page.
I do not see such strange behavior in any other browser.
The following CSS code is working fine. It disables the default vertical scrollbar in IE 7
html{ overflow:auto; }
If this is the standard behavior of the browser, I think you should not worry about it. IE7 users are used to scroll. Even if there is a solution, you must allow the browser to behave as usual.
