What makes a website “ready” for delivery to a customer?

Sorry if this question has already been given, and sorry if it is too subjective to make sense, or for StackOverflow.

I deliver the site to the client and I want to send them high quality HTML / CSS / JS, fully tested, accessible, etc.

So, I am compiling a list of things to check and useful tools for doing this before passing the code. Here is a partial list, but what am I missing?

What was lost - if you were a client, what else would you like to make sure was checked?

I am curious about the etiquette of things such as comments, indents and thumbnails; is it good practice to sort this out? What else did I miss?

I cannot help but feel that the browser check is not on your list. Nothing beats a website in every browser where you can get your hands on.
