Not Eclipse WYSIWYG Android?

Question

I downloaded Eclipse Galileo and installed the Android SDK for the first time.

I am trying to create a simple Userinterface, but I see that I can not move the "object" directly from the scene. But I need to edit the code or open the "Properties" panel to change the position of the element in the scene.

Not Eclipse WYSIWYG?
