Question regarding ExtJS license

Say I'm creating a CMS that uses ExtJS.

I want to avoid license fees, so I am opening the CMS source code on github.

Now imagine that I am making your friend Dave a website that uses my CMS. I spend three hundred hours developing a logo and layout. Can I charge for this, and will I be required to work with open source on Dave's website or enough to open an open source CMS?
