Is it possible to create a server compatible with FIPS 140-2 in Perl?

The question is quite simple, is it possible to create a server compatible with FIPS 140-2 in Perl? In particular, is this possible without changing the C code for the modules? If this is not possible in direct Perl, what would be the easiest way to do this from a C perspective?

I basically create a mini httpd that only serves one file, but due to security restrictions it needs to be served on SSL in accordance with FIPS requirements.
