How do you get access to landfills of a country / state / province in google maps api?

Question

I have a rather large map overlay, which I look at using Google maps, but I would still like to see the country / state / province lines through my overlay (so that the lines will essentially be on top of my overlay).

As I understand it, these lines are just polygons drawn over maps. Is there any way to access them? If so, how do I make them appear through my overlay images?

You can achieve this by using the appropriate transparency of the elements in the overlay.
