IPhone applications for internal company use - maybe?

I hope this is still related to programming, as SuperUser doesn't seem like the right place.

Basically, I am wondering if it is possible to have applications that are internal to the company on the iPhone? It's a bit of an intranet companion app (when Safari and Mail just don't cut it), which doesn't make sense in the AppStore (and probably won't be approved anyway).

Is it possible something like this (without Jailbreaking or doing anything else that Apple usually doesn't want)?

I don’t think that I think that it’s best to develop a web application and develop a custom skin so that it can be viewed correctly in the iphone web browser safari, after which they could add a shortcut to the webapp to add to it on their main screen a fancy icon, and then it will look like an iPhone app.
