Web Design UI Initial Layout - Which Software to Use?

Question

When creating an initial screen layout for a web application, which tools are best to use? For starters, I would like to avoid MS Paint and MS Visio!

Ideally, I would like to:

• Free
• Make it quick and easy to design / reverse engineer the web application user interfaces at the basic and beginner level .

You can create projects and then send them an email to view the layouts. No account required to view layouts. Thus, anyone can view your project.

Mockingbird is no longer free. Still great service if used frequently.
