What is a gardener? Can i use it in vb.net? Why has none of my friends heard about this?

Basically, I heard people talking about this before, I understand that this is related to vb6, and I know that it allows the user to enter code for the application, but I can’t determine if it is a separate library or built-in in vb , and I can’t find the documentation anywhere.
