I wonder if there is a way to create a neutral CSV culture file, or at least specify the data format of the certian columns present in the file. For example, I generated a CSV file that contains numbers with a decimal separator (.), And then transfer it to the client, which is located in the country where the decimal separator (,), the client opens it with Excel and sees that all the values are changed. Is there a way to resolve this isure, or just not use a CSV file in this case? Thank you in advance.
What you want is a "quoted CSV file."
It is just like separating your values with commas, you also enclose them in (usually) double quotes.
