What is the best approach to developing a multi-platform mobile application?

We need to create an application that works on iPhone, Android and BB. What is the best approach for writing the least amount of code? I know about some frameworks, but I'm not sure about the best approach.

I think the easiest way is to write a mobile web application. If all phones have data, then let them get to the mobile site, then you write it once and do not execute.

Web Service is the best approach to cover all of these platforms.
