Ribbon-based GUI - Winforms vs WPF

For a new project, I am writing an administrative tool as client software. So far I have written only a small winforms application with the "old-lookin" GUI.

I am thinking of something new, new, similar to a ribbon-based design.

The questions that come to my mind are:
1) Should I use WPF over Winforms for a ribbon-based GUI (although I have never touched WPF before)
2) Are there any recommendations for free ribbon management? I found out that Microsoft seems to have a license for the tape, but I still don't understand it. Do they offer full tape-based functional control? If yes, Winforms or WPF?

Visit http://fluent.codeplex.com/ to download free WPF feed. This ribbon has the Office 2010 ribbon style, and I have already used it in one of my applications. The download also has many examples of how to implement the feed in a WPF application.

Regarding the transition from WinForms to WPF, yes, this is a big learning curve, but at some point you should go dive and start learning it. You will be glad you did.
