Jetty-enabled Java Web Server - TCP

I have an application with fairly high traffic (20K req / min) running on the JVM with the Jetty servlet container on Ubuntu. The following is the Jetty configuration:

When I analyze network traffic, I understand that sometimes you need to establish TCP connections on the Jetty port. Long connections range from 3.0 to 9.0 s. The port is configured to receive the MAX number of TCP connections. Do you know what may cause a delay in connection?
