Strange characters in HTML email

I am reading an email with maildir, and some emails have strange character sets in them:

=3D
=09

I think = 3D is = and = 09 is a space. There are others, but I'm not sure:

=E2
=80
=93

Does anyone know what it is and what encoding problems I'm dealing with here?

By the way, I tried to receive this email through POP3, and it is the same. The reason I post this to SO is not because I use a regular email client to read data. I am reading through PHP from maildir files. Perhaps a regular email client would discover what encryption is and deal with it.
