Android Application License Agreement

You must have EULA for free Android applications on the Android Market. I am going to download the free Android application on the Android Market. Since I'm new to the process of downloading an application to the Android market, can someone tell me why a license agreement is required?

I do not think that he says anywhere that a license agreement is required, but rather that they simply recommend using it. However, I distribute two applications on the market and do not have EULA. I’m pretty sure that Android users must agree to a general market agreement before they can download anything, and this EULA contains general statements that they don’t steal, and “It’s not our fault if something happens badly".
