Web application caching files locally (for efficiency)

Question

Is there a way to cache all the necessary application files on the local computer for speed without any glitches (at least those that can run locally)?

I want him to be able to start even without a connection from the very beginning, maybe? Google Gears, what am I using? I heard that there is an HTML5 function / module for it?

Google Gears is phasing out; Avoid it like a plague.

HTML 5, on the other hand, has an identical feature that allows you to perform offline support for your application (mostly offline caching). Check out the docs for this feature:
