Where are file systems such as Reiser, NTFS, etc. Store file tables?

Where are file systems such as Reiser, NTFS, etc. store file tables? We are looking at creating our own file system and are wondering if we should use one file to keep it all with btree or use something there.

Any tips? This is more of a training exercise than anything.

Edit: remove NFS and replace NTFS
