Office 2007 add-in takes a long time to download for the first time

Question

I have an Office VSTO 2007 add-in, it uses tape XML, etc. When Office starts after a reboot, it takes significantly longer than when it starts a second time. The add-in is registered as vstolocal and is trusted using the VSTO enable list during installation. As far as I understand, this avoids installing it in ClickOnce and checking the publisher.

So what is the possible reason for a long initial launch? Could you give me some ideas?
