VisualSVN pre-commit rule

Using this hook with the VisualSVN server, add to the Repository / hooks folder as pre-commit.bat.

My question is: how do I add a rule so that the comment always starts with a numeric value? I want the first part of the comment to always be the problem number from the error tracker. For instance. "123 - this commit fixes problem 123"
