How to determine virtual IP programmatically?

I need to define a virtual IP programmatically (Perl or VB or CMD or java). I need this for temporary use, I cannot use any actual IP address, and I don't care if it will be accessible only from the local machine.

Any help would be appreciated.

Why not use the home IP address from the block 127.0.0.0/8? All of them will refer to your localhost.

You can run the program to respond to incoming packets and fake conversations.

Use your host file to bind fake hostnames to these IP addresses.
