Are there publicly available collection translations for strings commonly used in application programs?

It seems to me that there should be a collective collection of PO files compatible with gettext to search for 1: 1 or fuzzy translations for strings commonly used in application programs?

Is there a technical and copyrighted way to request services like Google Translator Toolkit, LaunchPad, Mygengo, etc. to find translations for common strings?

The GAE SDK contains about 40 translated .po files visible with common words; there is still no 1: 1 least denominator index
