What is Dublin and how does it relate to WCF?

Looking through some questions about WCF on StackOverflow, I saw Dublin mention several times about Microsoft technology that will be available. It is only intended and not really defined. Can someone give me a good explanation of what Dublin is? Also, what is its release status, and now is it happening under a different name?
