Silverlight, reducing xap size, why are DLLs still included?

I used the option "Reduce XAP Size Using Application Library Caching". I see that some dlls are now excluded from the .xap file, but some of them, in particular,

System.Reactive.dll
System.Windows.Controls.DataVisualization.Toolkit.dll
System.Windows.Controls.Theming.Toolkit.dll
System.Windows.Controls.Toolkit.dll

Any idea why this is so?

The Reduce XAP Size function leaves only DLL files from XAP where there is an .extmap file next to the DLL (for example, you can see any of the SDK assemblies in the \ Program Files (x86) \ Microsoft SDK \ Silverlight \ vX.0 \ Libraries folder \ Client and related extmap files). Fees that are still included probably either do not have an extmap file or are somehow incorrectly defined.
