MVC: User Message Stack Implementations

How would you implement a custom message stack in ASP.Net MVC? (you install messages for the user anywhere inside your application, and they appear as prompts for your application for the user anywhere in the application).

I would use a combination of session and cookies to manage the messages presented to the user. By doing this, I will reduce the annoyance rate for users and show them messages as little time as possible.
