Is this a DTD? (official html 4.01 dtd)

The following announcement appears in html 4.01 dtds

<!ELEMENT STYLE - - %StyleSheet        -- style info -->

(see http://www.w3.org/TR/REC-html40/sgml/dtd.html in strict.dtd and loose.dtd files)

Apparently ;absent after %StyleSheet. The link should have been%StyleSheet;

But this is the saint html's official dtd - by far the most important dtd of all dtds - so what happens there? Is this a valid entity reference?

He is valid without a semicolon in the DTD HTML 4.01. Here is an excerpt from the W3C HTML 4.01 Specification - SGML and HTML :

... DTD "%", ";".

DTD XHTML ; ( XHTML - XML): (XML) 1.0 ( ) - :

... : - (%) (;) .
