Get text under mouse cursor in mac osx leopard / snow leopard

Question

Is there any idea to get the text under the mouse cursor?

I am trying to create a dictionary application that displays a translation bar when the mouse is hanging over a word.

I looked through apis accessiblity and it can only find the current ui element but not the current word ...

my last choice will often take screenshots and do ocr ... which the processor will consume, I don't like it ..

any idea for this? thanks in advance!
