Overriding Magento Admin Controller for Beginners

Question

In the Admin Magento section, I want to redefine the controller file "Sales / Order / ShipmentController.php" of the main Magician.

I tried to rewrite the url using the "from" and "to" tags, but in vain.
I do not know what the actual and correct way to do this is, since I am new to Magento.

Please someone give a good fundamental and correct answer, so that at least the concept becomes clear.

Also, if possible, tell me what is the actual purpose of the controller, both for the interface and for the external server?
